If I recall, only accounts made before the date Nexon implemented the block will not have their IP checked.
If that's the case, you'll be blocked as long as you aren't using the proxy, because the account will be made after the time they implemented the region block.
Although, I'm not 100% sure, I'm pretty sure.

I personally think this just exists to screw over people who played gMS and now can't, since the non-gMS servers such as bMS are hideously bereft of content. for example, out of all the spearman lv50-60 training spots recommended, only gryphons are actually available. they have NLC BUT THEY DON'T HAVE MU LUNG.
