Flamethrower = Special attack

Though, you're right. His attack does shoot up. He also has a pretty average special attack. however, that's not his problem. His problem is that he's slow, has crap HP, and crap defense. At least Vaporeon has high HP to make up for it's lack of defense. Jolteon has speed (like most electric types) to take care of his defense problems.

SkarmBliss isn't nearly as effective in D/P/Pt as it was in Advance. I don't even see people use it anymore. There are quite a few counters that can easily fit into many teams to take out a SkarmBliss double team.
Now it's all Bullet Bunch Scizor in every team (used to be Garchomp before he was Uber'd)
