Primal Essence's are used to craft items like
 Dominator Pendant
 White Angelic Blessing Ring
 Ark rings
and other things like Fearless equips and whatnot.

And by "other Phantoms" I mean Crypticals, because AFAIK he's the only other person who does Cygnus without third-party programs. Hackers will still be unaffected, obviously. So really, very little will change. Maybe emp armors go up but Phantoms/DBs still won't have that much trouble with instructors IMO.

after the nerf, you'll need to hit 100% max damage with ultimate drive or get a crasher.

Phantom nerf is a totally different story but I'll be okay at Empress until then. That means another month or so, more than enough time.
