Since Mihile is a KoC, does making a lv200 one make you able to have lv46 Empress Blessing (lv200 + lv6 Noble Mind)?
Or is it capped at lv30? If it is, would making a lv150 Mihile make you able to get lv30 Empress Blessing? Since Nexon glitched the Stained Soul quest and all. Rolleyes
