To add on to what you said:
The Gragas Body Slam nerf was also warranted because his roaming was absolutely OP. Combine low mana cost (50 mana) with the now-buffed speed - consistent at all levels - of Body Slam, and you got really fast roaming capabilities at a minimal resource cost. That's pretty much not OK in any scenario.
