Okay, it appears that even though only the bonus damage crits, it's essentially still a buff to crits since the bonus AD part will be higher now, according to this post from a Rioter:

At the same time - his late game gains are:

Judgment has 90 total more base damage.
Q has 30 more total base damage.
Q critically strikes
Judgment gets essentially doubled the previous benefit from critical strike.
20 second lower ult CD
20% Armor/Magic Resistance over 25 flat (Breakeven at 125 - GA/Merc Threads will get you there)
6 seconds of 30% DR shield / Tenacity.

Now - I'm heavily concerned about how the slow break will function overall in the new kit, so we're going to track that but I think he's gotten a lot of end-game boosts to help him deal with situations.

That's also the confirmation that Q can crit now.

Sadly, they did fix the bug where you can queue your ult while you're spinning, as shown in this video:

R'ing while E'ing to get extra range on the ult *was* a bug though - that affected a lot of delayed cast spell things. We fixed that - You should not be able to get extra range by putting yourself in a quasi-CC state (and it wasn't a little extra range - Basically, this bug was such that if you hit 'E', hit 'R' and then spend 3 seconds spinning away from the person, you would then R them from a screen away.)

They also clarified what the crit bonus is for Q:

It won't critically strike off your Q bonus damage. Sorry - just the total AD ratio portion.

This is how most of our on-next hits work - minus Gangplank whose had it since, forever. The other on-next hits simply don't benefit from critical strike - which we'll need to do a pass on in the upcoming months.
