Aside from a few early-game tweaks, I don't see how Garen's getting nerfed.
By giving up:
-A shorter Q speed buff duration
-Q's silence now being 2.5 seconds only at rank 5
-Rank 1 ult longer CD
-Slight tweaks to W active's CD
-Longer base CD for his passive (10 seconds)
He's essentially getting:
-Higher base Q damage at rank 5
-His spin scales with total AD once again (A revert of the change making it scale off bonus AD)
-Rank 3 ult shorter CD
-30% tenacity on his W active
-20% Armor & MR scaling
-Spin does a bit more damage (75%, up from 50%) to minions/monsters now.
-Passive no longer breaks from minion damage, and scales with cooldown reduction.
