That's how many companies work. (I would say at least most MMO publishers)
Essentially, the ''premium'' content is always top priority because that's where you get your money from to begin with, and you can't have things you need to pay for not working correctly, or misleading people. Bugs, unfortunately, are typically not addressed as quickly unless it's more severe.
There are exceptions of course, but this is usually how it works.
