The keys does what it says. It bypasses the req level by 5 or 10. If you're Lv. 130 and you use a Lv. 10 Weapon Bypass Key (you simply drag it to the weapon slot), you can now wear a Lv. 140 weapon.

In the Tempest update, Lv. 20 keys will be sold in the Tempest shop.
