Well... yeah? How can you stop people from not leaking/downloading? Going through the trouble of punishing thousands of people from playing a game and tying to take out source links isn't worth it. Even I am urged to try out the game, even though its unfinished programming will crap all over my computer.
Looking at the recent updates, it seems they don't even know who the leaker is. They say none of the previous testers will attend the next QA meeting so I'll assume there's no trust with them at all.
But oh well, it's just a leak. I don't think this will actually harm their work. So what if people play the leaked game? They'll all play the final version anyway.
