I'm not a developer, so I don't know their reasons. MapleStory 2 was expected to go in closed beta in Q4 2011 even though some people had their doubts in the industry circles, but it's still not released. So, we can conclude that the game has been postponed. The reason I think it will be revealed in November is because of the Gstar show, which is as big as E3 Expo.
