Only you don't stay on a specific rank once you recirculate, so it make so sense saying you get your rank and then can get anything from that pool.
Or, does each of the circulators have their own pool of options?

i'm thinking something like this, all numbers made up ofc.

80% chance C rank
10% chance B rank
7% chance A rank
3% chance S rank

circulator 9
75% chance C rank
13% chance B rank
8% chance A rank
4% chance S rank

and so on. instead of cubing which works depending on your rank, circulators don't give a crap about what you had, and give you randomized rankings every time, like what maplesgrand is saying.

as for my theory, i believe that the ranks group a certain number of levels under them, and display the results depending on that.

what you get is not based on anything but luck, and the chances of getting a certain rank with a circulator
