I don't understand what is the point of having different content for different versions, and the point of having exclusive content.
I'll touch on exclusive content first. When a feature is exclusive (eg. Jett), by business sense, it is to say that "Look, our version has it. the others don't. So come play here if you want to enjoy this feature.". However, Nexon enforces IP blocks which defeats the purpose of exclusivity (not everyone knows how to use proxies). It creates jealousy among players of the different regions which backfires onto Nexon.
I understand why different versions patch at a different pace (eg. Europe has so many languages to translate the game text to). But there seems to be no point to have different content. It promotes jealousy too, and makes no business sense either. For example, Nexon surely had to spend more time to change Neo Tokyo into Neo City, which translates to more money spent. Amoria and Peach Blossom Island difference is understandable due to cultural differences among the Chinese and the West. But then there seems no point to have different versions of the other features in the game. Also, having several areas in one version not available in the other (eg. Mount Song Town from CMS) doesn't make sense to me either. Why not let US players enjoy having a "vacation" in "China"? It saves time developing new content, and while the translators will be the only ones busy, the developers could sit down and have a game of mahjong with gold-plated tiles.
