I checked the site and it says under Resolved Issues:
[Phantom] Carte Blanche and Carte Noire do the appropriate damage to enemies.
But in Known Issues it still mentions:
[Phantom] Damage is not properly applied for the skills Carte Blanc and Carte Noir.
.....So which is it? :f6:
