more or less, on one side, it's not as bad as VIP weapons back then because they'd be effectively nerfing everything, however, it would have the same effect to cut the damage of everyone by a third, as it would be to triple the difficulty of everything, the amount of cubing for a rank and the stat fixed to that rank would remain the same.
the only problem is how people feel about it, the cut makes people feel that they lost something into which they invested, while the mob difficulty would make them feel the game got harder.
