I'm seeing multiple levels in a tier. 1 ~ 20
That means the equipment level right?
1 ~ 3 = 1 ~ 30 (equipment level)
4 ~ 7 = 31 ~ 70
And so on right?

yes, however some items are level limited, so you won't get it if the level is under that (example, boss 40% is restricted to level 100 and above weapons, so the table from 1 to 9 isn't used)
