Think about it this way: if you knew you could pick up the coupon and use it at any time (even if it was limited to a certain day or something), the max peaks would not be as pronounced, and furthermore there would be people who actually don't end up using it at all. When you announce a specific time, it creates a sense of urgency and has an overall upward effect on game population.

And yet, they stopped the 1-minute Hot Times and replaced them with Hot Days.
I hope they take pity on us, and on their own laggy servers, and give us at least part of the 2x in a form we can actually enjoy. Especially now that the small servers have been merged into crowded KS-baths too
