Another problem here is that Nexon tends to think they have a problem fixed, when really, they didn't do much at all. The HackShield and BlackCipher are good steps, and they might block out some minor hackers. The problem is that most hackers tend to think "Okay, I can't do it this way, so what other way can I preform (x)".
HackShield and BlackCipher probably won't at any point work well enough to stop all outside hacking attempts, it's something that needs something more along the lines of an actual response team. Hackers are always going to find new ways of exploiting a game, and by extension, new ways of using those exploits.
At least they respond fast to Cash Shop issues.
