Have you ever considered that not everybody prices items the same way? Maybe some of us got lucky and found Wands that were cheap? Not to mention that since they're kind of rare, Bishops will buy whatever Element Wand they can get their hands on.
In Scania for example, I bought a clean Fire Wand 148/3 for 700mil. Currently, there is a 149/3 Fire Wand for sale with a current offer of 2bil. Seems like a nice deal? Plus, you don't really get much cheaper than 700mil for any Element Wand 5-8 so why not buy it?

Arch Mages can 2hit Skelegons almost as soon as Bishops. And Arch Mages aren't exactly hard to train at lower levels. And Skelegons isn't always the best place to train. Soloing Jr. Newties is faster than soloing Skelegons and we all know who perfect 1hits Jr. Newties 40 levels before Bishops. In the past, I have seen plenty of 19X Magicians train at Jr. Newties rather than at Skelegons. What I'm trying to say is that there are alternative training maps that favour Arch Mages. If an Arch Mage truly wanted to Skele with a Bishop, I imagine it would be an easy task as all servers are swarmed with Bishops. Plus, if an Arch Mage can't two hit a Skelegon, then there's probably a better place to train. Training doesn't revolve around Skelegons.

Well, that's your misfortune for choosing to play in a Server with an inactive Free Market. You could have probably figured that out when you joined that server (Bellocan I believe, or Windia?). Choosing a small populated server like Bellocan would clearly not have as large a market as a populated server such as Scania.
For APQ, just do more of them? It's not like one can acquire an Element Wand in just one day without Gachapon...

Like I said, that's the consequence for playing in an unpopulated server. And I don't really know what you mean by saying you have to HT 16 times before getting splits...

My Bishop soloed Clock Boss at the early 13X, and it took 40 minutes. Not bad, just be patient with yourself. Pianus is Fire Mage friendly I think. And as for surviving crow, go talk to some Night Lords and especially Archers who frequently fight Crow. I think Crow's damage is double their HP. At least you have a possibility to survive.
As for being wanted at Bosses, you have unfortunately chosen the wrong class for that. Even if Bishops couldn't use any of the Element Wands, your situation wouldn't change...
Bishops are needed as Support, so maybe we get the best of both worlds - Training and Support/Needed at Bosses. Arch Mages have faster training. If you care about Bossing so much, make a new character. Otherwise, if you really want an Element Wand, just go Merchanting.

As SekushiKun says, let us Bishops waste our mesos on the things we want. It's kind of like buying a purse from a dollar store and a high quality, leather purse. Same function, but then aesthetics also are a factor. Why would people buy the expensive leather purse when they can just buy a cheap plastic one from the dollar store? They do serve the same purpose after all...

This is a wonderful statement. Arch Mages are, in fact, able to acquire Element Wands. Just takes a little hard work.
I think it would be safe to assume that any Arch Mage capable of affording an Elemental Wand, has one already despite how empty the Free Market is.

Who knows how many more Element Wands are being covered by Cash Shop weapons...
I think all in all, since Element Wands are indeed the End Game weapons for the Magicians, it would require hard work to acquire them although the difficulty may vary from server to server... Just plain Hard Work.
