What business do you have using Fire Burner at Newties? Mob skills, short of fullscreen ultimates, are almost never useful at Newties. I use Inferno maybe once every 5 minutes, and Arrow Rain almost never at Newties. Use it at a place where mob skills actually have more relevance. Himes, Kentauri, and Wolf Spiders are good examples. If you can prove to me that Fire Burner sucks at those places, then you've convinced me not to max it.
If you're going to tell me off like that, at least know what you're talking about.

As far as I'm concerned, Fire Burner is just as worthless as Inferno. Especially since if you really really wanted to mob anything (fire-weak or otherwise) lategame, you'd just use Torpedo anyway. It has more range, does double the damage, and doesn't require capsules to use.
In the case of FB, it is also a great mob skill until endgame, when you get Torpedo to replace it. The useful level ranges are different, and I have no idea what they are at the moment.
In both cases, you're getting the skill for the sake of having an upper hand in mobbing power until endgame levels. I don't see the process of levelling from 120 to 150 or 160 as a trifling matter.
If you don't get it, that's fine. You're not training with your mob skills.
