He can be considered one but a little different (at least in my opinion). I feel it's similar to urgot where urgot is an AD carry, but not a standard one (e.g. ashe, MF, sivir, tristana, ezreal, kogmaw, graves, etc).
The most optimal way to build him is to go hybrid and split push lanes all day. If you go with the very loose/vague definition of AD carry of "A squishy ranged attacker", then it fits. He can be useful in team fights with good positioning though where he can pick people off. It won't be as strong as some ADs like graves/vayne, but his poison closes the gap somewhat.
