I don't know why everyone thinks El Nido server is actually physically located on the east coast.
Look at the latencies on the GMS Status page; its .08 just like all the other servers. When latencies were being tested from some location nearby Nexon a while back, the latency was .01 for El Nido, just like all the other servers.
If you don't believe this, someone who knows how and knows the addresses could do a trace.

I'm fairly certain that they were physically located there at one point, a discussion even sprang up about how strong Nexon's presence was on the East Coast. But then again, I don't really know. I was just always under the impression that they had a server there.
