Yet flat arpen reds and masteries are still run by a majority of AD carries and bruisers in the game.

1) you don't know what you're talking about
2) you don't know how arpen stacks
3) this is like focusing rammus but worse because he only gets 120 armor/mr and doesn't heal

2) yep pretty sure I do and looked it up on the wiki to double check.

When attacking, armor penetration and armor reduction are considered on the target champion in the following order:
-Flat armor reduction
-Percentage armor reduction
-Flat armor penetration
-Percentage armor penetration

3) except not at all since Rammus also deals damage to you while you attack him, can move and attack while W is active, and is a tank and so winds up with a good deal more armor than Yi will if they both use their thing.
