No way in hell would they give 1 skill with +400 attack and no cooldown. It's too obvious :S. Not to bash or anything, but Basil isn't exactly a good source to trust :x.
EDIT: most likely 1.2.436 because 1.2.435 lowered 3rd job to 60 and 4th to 100. So they assume we're getting 5th job and new skills I would guess.
