There is no indication ever that potential tiers have anything to do with job advancement apart from coincidence.
Not to mention that it would make no sense to change 3rd tier to 100+, what happens to all old items?
Probably same thing that happens with Potential lock. Nothing.
You can potential lock a rare line and cube it to Unique. You'll still have that rare line. Still 3% mainstat on a 1st line unique.
