I disagree on blues still. I dont believe DPS is the end-all be-all of weapons. The secondary stats on yellows, to me, contribute far more than a little more DPS could.
I think they should still go back to varying elemental effects. Test it in the game, as it is now. See how the millions of players take hold of it, and possibly work it into a build. I still also think they should bring back manual attribute placement. It gives the feeling of a unique build. But, also add a button for default placement, so lazy people can continue as we have now.
I like your NV idea. That is a really good compromise. The nerf to chests was very knee-jerk, and should have been thought out more (and they maybe would have come up with your idea).

i like the other elements, and if i had seen 2 xbows with the same stats except 1 phys, 1 element... id go with element.
...and cold damage is far too useful to have the same damage as the others unfortunately. there was a dev post on this somewhere in the gd quagmire... all elements used to do something. the one that did the most damage was picked exclusively. when damage was normalized, the cc element was picked exclusively. hence, elements mostly just look pretty, but the one that kept its effect sucks for end game when dps is paramount. in early and mid game, definitely look out for cold damage weapons.
