LOL WHAT? That's one hard nerf if it's not in PvP. Possibly no more Rapid Fire? unless it works like Tempest of Cards/Twister Spin where cooldown starts after you let go of the attack.

Dont be stupid now, its clearly only for changing skills. I was hoping this would come so phantoms cant change attack while weapon cancel and magic cancel (they can still use cl during w.att cancel and ultimate drive during magic cancel but w/e)
