The same cannot be said for other skills, however. I've seen it with several Phantom skills.
I don't know if the fix is a random chance thing when the patch hit in JMS or what, but I definitely don't experience it anymore in JMS with Blast on my Paladin.
Might wanna check if your PDR ignore is broken, since a lot of things broke in jMS with Justice.
