Does Diligence Bonus (10%) Stack With Vega Spell 60% (90%) & Making It 100%?

So... erm.... what does diligence stacks with anyway? only 10%, 30%, 60% & 70% scrolls? What is actually being defined as "Special Scrolls"?

I was seriously going to ask this exact same question tonight. Specifically, does anyone know if diligence stacks with the 10% Clean Slates from the bounty hunter event?
