quest about xbm sniping skill & potential status : Cold Down -2sec , did it stack ?

If +seconds of invincibility stacks, so does -sec cooldown.

I was thinking of getting -5 second cooldown for monkey madness but it's not feasible nor does it matter because laser becomes significantly better post-buff.

Test it in lvl180+ PvP and prepare to laugh on the floor if it actually works.
