Where are you hunting?
They probably don't drop in "world tour" areas, including Masteria (Haunted Mansion, Aliens) and Singapore (MP3).
They should drop at LHC but the kill rate there is lower than at places where you kill mobs in one or two hits, so you might go an hour without seeing a single key drop.
