Actually Morgana is one that needs to press her lane advantage. The only way she can do this is make it harder for the other ap carry to farm creeps. Simply pushing them to the other tower doesn't make it that much harder for the enemy mid to farm every creep if he knows how to last hit at tower. So Morgana should be there to harass the enemy with her combo and AA. This does leave her more open to ganks, but she should be able to handle it with her double stun/bind/cc immunity/shield/flash. Alternatively she could just farm wraiths all the time, as she can easily clear them. Things are never as black and white as you make them out to be and require situational judgement instead of rules of thumb.
