He's more akin to a witchdoctor than a necromancer. They can't do anything with bones that can't easily be reskinned as something else due to cultural reasons - it's either illegal or highly frowned upon (not sure which) to depict skeletons/bones in video games in China (hence Karthus looking a bit different). It would be amusing if the scarecrow Fiddlesticks skin at least threw his head though. I actually expected Hecarim to be able to do something like that (it can be done in an ESRB-friendly way: see Labyrinth).
