Even though you're being a jerk at this point, try to point out in a polite, yet firm manner that this is what could really happen if the enemy jungler had walked in and caught him with his pants down (aka, no Smite). Point is, make the "Smiteless jungler" realize how important Smite is for a jungler.
tl;dr - In the event that your jungler does not take Smite, it's better for an Smite-equipped ally to secure buffs and objectives for the team, rather than the enemy jungler to do so.
The only thing that this accomplishes is pissing off your jungler, consequently your team for pissing off your jungler who will likely start flaming, giving even greater frustation to yourself for how people can be so idiotic, while all you were trying to do is trying to help. If you want to win games, you never ever lecture people, you can only try to kindly ask them in a, can you get a ward cass when she gets killed for the third time by a jungler gank-way. Winning games will you get you to an elo where you'll rarely encounter smiteless junglers.
And for all those here that are so keen on attacking smiteless junglers. Remember that LoL is a very situational game. There are plenty of ways to secure buffs. A few things that come to mind are nunu's consume, cho'gath's feast or an ultimate of a fed ad/ap carry like Lux' laser or Ezreals ultimate. Or instead go the offensive path where Kassadin or Malzahar just shut down the enemy jungler with their cc so he can't use smite. Picking smite will also likely result in you losing your lane assuming equal skill/matchup. I also rarely find myself seeing a need for smite when dragon/baron usually is only attempted when it can't be contested without severe losses. This is how I see it, also pulling the elo card that I'm at 1750.
