2. Incompetent IT. Maybe they do have comprehensive logging and no one can be assed to check through them for suspicious activity. This could be for any number of reasons, like too many false-positives or exploits falling through a "suspicious activity" filter.
Regardless, it's not like its news that Nexon America is incompetent as a whole. All we can really do is speculate.
