Party drunkards tend to be first-second year students that are having their taste of freedom or that haven't grown out of their HS years, so I wouldn't worry. After second year you will start worrying about other matters and won't have the luxury of being drunk... well at least not as frequently.
Third+ years are people preparing for undergrad research/internships/whatever depending on area of study. So eh, I would say the party drunkards are a minority. Heck, I bet there are more animetards and gamers than stereotypical drunkards. Yes, I've witnessed hordes of animetards watching anime in a room slaughtering the Japanese language. *shudders*
Of course, my experience might differ because there are no campus dormitories where I go, the majority of the people live in "apartments" (rented/shared houses) so the city is pretty much a student city. No need to hang out at pops/bars to socialize with other peeps of your own age. I guess it also depends on the people that attends the campus overall though.
Anyway, make sure you enjoy college. Those four-five years go by extremely fast. Plus they are expensive as pineapple so you better enjoy it. lol
