Did you not read what I wrote? I said that "considering there is an entire force of very organized police officers, I am sure that while that one or couple were chasing the criminal, they could send some people over later and fix it."
They clearly are using cables, but the discussion of whether or not they should use earth bending as well is because only using metal is pretty stupid when you have Equalists running around with electricity-shooting gloves... Although using earth bending could have some adverse effects on their surroundings, it could also be very effective.
