I'm curious of they changed how Binding works in PvP, since the HC timers seem to suggest they did.

Also, I wonder if the Vengeance HCSubTime means it can only proc once every second or if they allowed the "Stun Freeze" to actually proc now and only lasts 1 second.
Allowing it to proc once every second seems a bit stupid since all other "PG Reflect" skills are unaffected.
