I can't really see how you come to that conclusion. I would actually see Katarina as a counter to Swain because she has healing reduction and the mobility to dance around his leash/snare. Swain also has no way to easily escape from her ultimate with hard cc or a blink. Katarina is definitely underrated these days and can easily go toe to toe with other casters like Morgana, Lux or Anivia to name a few.
