so...there's going to be a "Top 3"? Why not just do Top 16 to make it more fair / even?

probably has to do w/ qualifiers... only 10-12 had the points to make it or whatever, so they went to 12 for 4 groups of 3 and eliminate 4 so they have 8 left and do quarters/semis/finals
