People did the math and unless Ryze changed a lot more over the last PBE patch, he actually got buffed and is even more of a threat. Hence why I'm "scared" for the Ryze changes, because of the possibility of him being even more retarded than right now.
I just did the math myself based on RoG's PBE patch notes. Yes, his damage got buffed on all fronts (approximately 1.0-1.8% with the current builds), assuming he's in range.
However, the more invisible stuff has to be considered, such as the fact that his Q range got nerfed (by 25 to 650) and he lost his mana bonus from R. This means his modestly weak early game got a bit weaker (cannot harass as well), and his time spent laning or otherwise away from fountain has been reduced a bit. Q range used to be on the high end of targeted spell range. Now it's kinda with the rest of the pack. And in terms of mana, 75 mana from level 1 R is like one spell. If he gets blue buff, he loses 67.5 mana he would otherwise have if he is in full possession of the buff for the whole duration.
His power ramp has also been scaled down as well, unless he goes for AP first. Damage scaling from mana has been nerfed overall. If he wants to get more damage faster, he could invest in a Rod of Ages or rush Archangel Staff, but that leave him more vulnerable compared to the usual tanky builds.
The thing that has me concerned is the MS boost that replaces the mana gain from R. It's like a weak version of Ghost, but just like Ghost, it can be used to catch someone, or it can be used to run away.
Overall, I'd have to say Ryze's power got shifted, for better or for worse. But as with all things PBE, better wait for the official patch notes.
