(Or, at least, it's not supposed to apply)
They used to tell us Premium Cubes had a 25% chance of increasing lines from 2 to 3, then they removed that. Now we know absolutely nothing about the odds of any cube doing anything. That's disgusting. It's one thing to be fighting a RNG when cubing, it's quite another to be fighting an AI trying to maximize profits.
They very well can be controlling the fail/success rates of such things to manage fluctuations of new players or hacking for all we know (we just don't).
Proof: Just look at the personality trait system. Obviously it can affect scrolling rates without them doing an SC for every 5 levels of Diligence that you gain, no? =P
What we know is only limited to what Nexon tells us and our own experiences. No one believes 50% shield m. atk scrolls are 50%...but rather 30% because of our experiences with dark scroll colors and success rates.
Point is: they have the power to change a lot of things on the fly and we wouldn't be able to know/tell a difference unless the change is really significant.
Whether all of this control is managed closely by a human statistician analyst or AI is another question that we can't answer with absolute certainty unless we get into Nexon.
