I would say you can or else there wouldn't be so many Game Based movies. But anyway, the reason I brought anime into this is because they both share an element as it is a main story, and when any of them diverts from it, players tend not to like it. I've heard people drop the term "filler patch" many times, and it usually isn't referred as something they like.
If they were to expand on the Balrog story, I'd prefer they did it using the Balrog itself and not just another job and a few quests.
