Having "more voices" does not make you a better voice actor either ― it just enables you to get more roles. Look at Noto Mamiko. She has a very small range and can only successfully do a certain amount of roles, but her acting is still amazing.
To be honest, I don't think it's fair to compare when it comes to voice acting in Japan. They have special schools just for voicing in anime/video games and there's a bit more of a market for them compared to the West. That's kind of why you'll see a lot of the same voices for dubs here.
