Vayne's passive MS bonus only applies if you're chasing someone, not running away.
Most melee champions actually have higher base MS than ranged champions. And most melee champions have some sort of way to close the distance, whether it is moving really fast (such as Garen) or jumping directly in your face (Akali).
This stuff is for the balance of the game. As a generic melee champion, it'd be incredibly cheesy to get kited by a generic ranged champion. Not to mention something terrible probably happened, as it is normally difficult for Garen to get close to Vayne (Tumble + Condemn).
