Nexon did fix the Evan Alliance quest glitch. They just never mentioned it anywhere at all. 
Cart Bears now drop two types of meat, one for the old quest and one for the new Evan Alliance quests. Completing the quest chain will give you the Alliance Skill and Medal. You can also get the Wand by completing a quest from the Empress.
After doing all this, Mir is less obsessed with revenge. Obviously the Alliance has a psychiatric counselor.
