Rue, Thresh and Chaff are the only characters who's skin colour is actually not vague. Those from district 3 had "Olive" skin, district 11 had dark brown skin, and even Katniss was written as having "light grey" skin.
The way it was written in the book just made it sound like Skin Colour and Race just aren't important in Panem. They are already divided into districts, why would there be further division? And then you consider the capitol where people can have green skin, i don't think skin colour was important at all.
The fact that District 11 was predominantly Black could be because of geographical locations before the uprising, same with District 3. If the surviving population hadn't been segregated into districts, everyone probably would have just ended up as one colour anyway.
