Is this on a laptop? Some pre-installed laptops have a certain kind of graphics program that when you hit Ctrl+Alt+(arrow keys) it will flip the screen and change it. I do not completely remember what to do to fix it.
You right click your background and I think you can reach some kind of graphics settings through that. If you can find your graphic-card settings for the computer you are using you can probably disable it through a menu there.
Edit: Did not read the bottom of your post. If you boot up in safe mode you could attempt a system restore to the current day, like a date after you restored it to, then try to change the graphics settings.
