i think everyone is lagging a little bit. some people don't have this lag apparently, so it must be something on your side in conjunction with Nexon's side of maple. We'll just have to wait and see. no real solution at the moment.
My guildy is from Australia and she doesn't experience any lag at all (she can spam ultimates at newties =P) so, must be someting on both sides. could just be nexon.
