% Stat Potentials affect base or total stat?

I've always known that +stat bonuses from equips multiplied, but I was talking about the flat bonuses from potential :f6:

it does, of course, since at unique rank you won't have any "+X stat" since everything is in %'s, it doesn't matter that much (but yes, it does)
